The Chief Financial Officer will oversee School Division procedures, operations, and accountability related to the fiscal soundness of Page County Public Schools.  The successful candidate must be a graduate of an accredited college or university.

 

Salary commensurate with experience.

 

Some of the duties of the Chief Financial Officer include: 

  • Plan, direct and coordinate the financial activities and operation of the school system to assure legal compliance with all state and federal laws as well as generally accepted accounting principles
  • Implement a financial management system for school activity accounts necessary for effective fiscal controls
  • Function as the financial liaison with the County Government and State Department of Education for budget, financial reporting, revenue forecasting and receipt issues
  • Maintain chart of accounts and coordinate financial management and data processing activities
  • Maintain appropriations and revenue accounting ledgers using RDA financial software
  • Reconcile general ledger accounts
  • Manage the maintenance and upgrade of financial, payroll, and human resources information systems (RDA)
  • Establish and maintain internal controls to ensure compliance with financial and human resources legislation, policies and procedures
  • Establish and maintain cash controls
  • Provide financial and accounting advice, direction and leadership
  • Analyze business and financial policies and procedures for recommended improvements
  • Maintain salary schedules and ensure that employees receive appropriate compensation to scales and approved budget
  • Oversee the payroll system in order to ensure that all staff are paid on a timely and accurate basis
  • Evaluate the performance of, and provide training and development opportunities for, Finance staff (including payroll, accounts payable, and employee benefits specialist)
  • Oversee vendor and payroll expenditures of operating fund and school food service
  • Maintain records for non-operating/investment funds including the SNAP funds for school construction and the employee health insurance trust fund
  • Receipt and transmit all revenue received at the central office to the County Treasurer
  • Oversee management of a petty cash account
  • Work with Superintendent in developing, implementing, and monitoring the annual school budget
  • Keep abreast of state and federal funding changes and systems
  • Conduct financial analysis and prepare financial reports as required, including the Annual School Report
  • Assist staff members with financial information as necessary
  • Provide direction to assure the timely and accurate performance of the annual audit
  • Assume responsibility for all official financial documents
  • Coordinate with school bookkeepers and provide direction for the collection of ledgers and bank reconciliations for the annual audit of school activity funds
  • Maintain record of fixed assets to comply with GASB 34 and County guidelines
  • Oversee the administration of the division’s 403(b) plan
  • Monitor school and department spending and recommend corrective actions as necessary
  • Assist the Assistant Superintendent of Human Resources & Business Operations in the development and implementation of purchasing practices and monitoring of the purchasing system
  • Maintain construction program records including paying bills, keeping a financial ledger, developing requisitions for funds, producing a construction budget report, and maintain files of contracts and change orders
  • Attend meetings and make presentations to Governing Boards as needed
